The head of the monitoring and evaluation branch was given individual training in 2007 and Afghan managers were trained in Kabul to familiarise them with the COMPAS quality assurance method.
A study was then carried out of a pilot project, the Perennial Horticulture Development Project (PHDP) in the provinces of Laghman and Kunar (Eastern Afghanistan). Groupe URD’s role was to help Madera decide what strategy to adopt in setting up fruit producers’ associations in the two provinces. We provided the field staff with methodological tools and advice, particularly for data collection, surveys and running focus groups, and then provided them with training to ensure that the tools were properly appropriated.
In 2008, an assessment was carried out to give Madera a better idea of areas to work on to improve its internal functioning and to improve the methodological integration of the Quality COMPAS into existing processes. A quality manual was produced which compiled tools and procedures.
