This report looks at lessons learned during the response to hurricane Mitch in Central America. The methodology used during the mission consisted of taking a certain number of sector-based, or even technical subjects (housing and construction, agriculture and food security, health, etc.) and comparing these with cross-cutting approaches that Groupe URD works on in other contexts. Particular emphasis is placed on the issue of land ownership and the relations between “macro” and “micro” levels of international aid in the region.
