The localization of aid as a concept is still little used in Haiti, and is rather known by international actors. However, the question of the role and place of Haitian actors in the response to Cyclone Matthew has generated considerable interest in a context characterized by: 1) a strong willingness and undisputed legitimacy of the State in the context of a response to a recurrent natural disaster in Haiti; 2) the traumas and lessons learned from the response to the 2010 earthquake, which had largely marginalized Haitian actors; 3) the elections, which led to a politicization of aid and a significant renewal of political leaders at the national and local levels.Nawal Karroum
