Minutes of UAH 2007: “Security and protection: mission impossible?”

Protection of populations and security of humanitarian actors, these two terms are the two sides of the same coin, which is why we wanted to address them together, whereas we are used to treating them as two very different subjects. Indeed, technically, these are two separate subjects, but basically, they are the same problem of reducing a protected civil space. In today's conflicts, whether we are a civilian population or a humanitarian actor, we can be victims of violence, in which case protection and security are two sides of the same coin. The objective of these UAHs is to take stock of the stakes and practices of humanitarian actors on these subjects and perhaps to see a forward-looking reflection emerge.
