During the decades of conflict, the city expanded sporadically and its primary function changed from that of a resort town. It became a city where displaced and vulnerable people took refuge. Indeed, Jalalabad functioned as a retreat for many people who were fleeing the fighting in Kabul during the civil war. This situation of precariousness, danger and vulnerability had an impact on people needs, their relationship with their environment and, in general, the way the city developed.Rafika Mahmoudi
