DG ECHO, which manages the European Commission's humanitarian budgets, has signed Framework Partnership Agreements with various humanitarian institutions, including European NGOs, specialised United Nations agencies and institutions of the International Red Cross and Red Crescent Movement, including the International Committee of the Red Cross (ICRC). The evaluation of these partnerships and the actions they enable is a contractual obligation. This report presents the findings, conclusions and recommendations of the evaluation of the partnership between DG ECHO and the ICRC. It is the product of work carried out between January and September 2006 by a team of Groupe URD's independent consultants. This mission involved numerous consultations in Brussels and Geneva as well as four field missions (Rwanda, Afghanistan, Sri Lanka and Israel/Palestine).François Grünewald, Véronique de Geoffroy, Hugues Maury
