Over the period 2000-2004, the Netherlands Ministry of Foreign Affairs allocated €53 million to the humanitarian operations in Tanzania, Burundi and Democratic Republic of Congo. The humanitarian operations were coordinated with peacekeeping and peace-building initiatives, also supported by the Netherlands, but the management was essentially handed over to independent UN agencies, Dutch NGOs, and their local partners. The assessment focused on activities funded from the emergency aid articles of the humanitarian assistance budget vote.
