In the hours following the earthquake of 12 January 2010, DG ECHO quickly mobilised resources both through the European Civil Protection Mechanism and by making funds available to its partners through first emergency, emergency and ad hoc decisions. These efforts continued as part of the response to the cholera crisis from October 2010. At the end of 2010 and in the first weeks of 2011, DG ECHO clarified its objectives for 2011 and its strategy for coordination with other European instruments and with the Member States. The evaluation covered this set of provisions and actions, at strategic and operational level, to help DG ECHO and its partners to better report on the efforts made and to draw the maximum lessons from this series of operations.François Grünewald, Domitille Kauffmann, Béatrice Boyer, Julie Patinet
