Participation is neither a recent concept nor a new trend - it first appeared in development programmes before gradually spreading to the humanitarian world. Since then, organisations have gradually adopted the concept, both in their programmes and in their policies. Moreover, initiatives aimed at strengthening the participation of local populations are increasingly visible in the field. But how does participation translate at an institutional level?
