Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO)

Since February 2023, Groupe URD has been providing the European Commission with support in updating DG ECHO’s Health Policy. To this end, the specific objectives are to:

  • Conduct, on ECHO behalf, a consultation with a wide range of stakeholders, on the basis of a questionnaire which draws on the main elements identified in the recent DG ECHO evaluation on epidemics;
  • Support the drafting of a revised DG ECHO health policy, on the basis of the main elements of the health evaluation and feedback received, and make them meaningful for operational use.

 

The document has two key audiences, with associated objectives:

  • ECHO Technical Assistants, Thematic Experts and Desk officers: Enable them to assess and monitor the quality of partners’ programmes with regards to health in humanitarian aid, whilst ensuring that ECHO’s minimum standards are applied ;
  • ECHO partners: Clarify ECHO’s specific expectations regarding the application of ECHO health policy.

 

The policy will also serve to share ECHO’s position with other audiences, including other humanitarian and development donors, and processes like the Grand Bargain annual report or the European Parliament.

The INSPIRE+ Consortium is made up of Development Initiatives, IECAH, ODI, FAIREPROD and Groupe URD. It provides the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) with support in developing its policies via research, training, workshops and the dissemination of findings.
