Review of France’s ‘Prevention, Resilience and Sustainable Peace’ strategy

In 2018, France developed a strategy to guide its different departments, and the members of Team France, in dealing with fragile situations and complex crises. This strategy has three main areas: (1) tackling the root causes of fragility before they lead to open crises (the preventive approach); (2) reinforcing inclusive governance and the social contract (the contractual approach); (3) improved coordination of France’s programmes (the global approach). After a relatively short implementation period, in order to consider priority areas for improvement for a new strategy, Groupe URD has been commissioned by France’s Direction Générale de la Mondialisation (DGM) to review the implementation of the strategy, in connection with its long-term partnership with the Ministry for Europe and Foreign Affairs (DGM and CDCS) and the French Development Agency (CCC).

The objective of this review is to:

analyse the results obtained and the difficulties encountered during implementation;
compare the key aspects of the current system with those of its main international partners (USA, UK, Germany, the United Nations, the European Union, etc.)
identify emerging issues and priority areas for improvement.

The aim of this review is to identify initial lessons from the implementation of the PRPD Strategy. This will help to suggest ways:

to reinforce the functioning of Team France, so that there is coherence and concertation with the ecosystem of international actors working on the same subject;
to improve the effectiveness of programmes aimed at fragile situations.

These suggested improvements will contribute to the current process, but they will particularly be of use for the revision of the PRPD Strategy which is planned for 2022. The findings, which will be presented in an inter-ministerial workshop to be held in the last quarter of 2021, should provide a foundation for the future strategy.
