This immersion in the Ukrainian context will be an opportunity to meet the different aid networks within Ukrainian society, including NGOs and informal groups, as well as institutional bodies, such as municipal authorities and social services. We will also aim to meet more ‘conventional’ aid actors, such as the United Nations, international NGOs and the ICRC. We will be looking at existing interconnections between these different actors, and how these could be improved.
The evaluation will be carried out in Ukraine, subject to security constraints, and in neighbouring countries (Poland, Moldavia and Romania).
