As part of the INSPIRE+ consortium – which aims to support the European Commission in the development and implementation of its humanitarian policies – Groupe URD has been asked to produce guidelines on ‘promoting equal partnerships with local stakeholders’ by the end of 2022.
These guidelines should give concrete advice for the implementation of localisation, in related to several topics: supporting the institutional capacity of local actors; the involvement of local actors in coordination and strategic decision-making; establishing equal partnerships between international and local organisations; localised financing models; and the involvement of local actors representing marginalised groups, such as women-led organisations, etc.
A consultation to gather the views and suggestions of a wide range of stakeholders (over 650 interlocutors) was carried out during the summer through interviews and a questionnaire developed by DG ECHO’s Policy Unit and Groupe URD
Following a detailed analysis of these responses by the Groupe URD team, workshops have been hold with DG ECHO to finalise the guidance note.
The guidance note was presented at the European Humanitarian Forum 2023 and then widely disseminated so that it could be integrated into the practices of DG ECHO and its partners.
Six videos and case studies were then produced to raise awareness and share the experiences of partners in this field.

The INSPIRE+ Consortium is made up of Development Initiatives, IECAH, ODI, FAIREPROD and Groupe URD. It provides the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) with support in developing its policies via research, training, workshops and the dissemination of findings.
