The Grupo de Ajuda Humanitaria de Emergência, the Portuguese NGO coordination body, asked Groupe URD to work on two issues:
-* Strengthening the capacity of Portuguese NGOs in terms of humanitarian response, with a particular focus on quality (method and approach). This involved an analysis of factors such as difficulties, needs, motivation and positioning and was followed by training on project management;
-* Exploring the idea of creating an emergency fund within the Portuguese Ministry of Foreign Affairs, and more specifically, within the Instituto Português de Apoio ao Desenvolvimento (IPAD).
