Context

On the strength of the experience gained during the first phases of this project in the Kanem and Bar-El-Ghazel regions, and given the scale of the crisis, Groupe AT / Nexus decided to initiate the same ‘Nexus’ dynamic in Eastern Chad. A fourth mission was therefore once again entrusted to Groupe URD.

The Sudanese crisis, which erupted just over a year ago, is on a massive scale and is having a major impact on the whole region and its inhabitants. The Chadian authorities and the humanitarian community are facing a number of challenges, which require a triple nexus, multi-sectoral and gradual approach that takes into account both immediate needs and development issues such as water resource management, land issues, cohabitation with local populations, the environment, economic issues, infrastructure, etc.

 

Objectives of this 4th mission

This mission has several main objectives:

  •  To pass on, as far as possible, the work carried out during previous missions to the regional and central authorities,
  • To build on the HDP nexus diagnosis and mapping work carried out in Kanem and Bar-El-Ghazel, by carrying out a similar diagnosis and an initial general assessment of the response to the many needs in the provinces of eastern Chad affected by the Sudanese crisis.

 

This work therefore involves :

  • Understanding the common diagnosis, the strategic choices that have been made, measuring the relationship between the needs identified and the response provided. Identifying any shortcomings, the main challenges to be met, and the risks that could hamper concerted management of the crisis.
  • To take stock of the issues involved in coordinating the response and, in particular, the relationship between the Chadian authorities and aid agencies.
  • To take stock of the issues involved in planning a concerted response between aid agencies, and between aid agencies and the Chadian authorities.
  • To propose a series of operational recommendations for a nexus HDP approach in eastern Chad – for the attention of the members of the AT/Nexus group, the Chadian authorities and the implementing actors on the ground.
