Helping to design an accountability mechanism for AFD projects in Africa

Groupe URD and CartONG are providing the French Development Agency’s Africa Department with support in developing an accountability mechanism. There have been numerous internal projects and initiatives on this issue, but demands for accountability have grown. Groupe URD is the consultancy lead, and we will be providing methodological support, particularly to select relevant indicators to be consolidated for fragile zones. CartONG will develop technical options and will suggest organisational adjustment scenarios that AFD will be able to use to develop the mechanism.

The objective of the consultancy is to help the French Development Agency’s Africa Department evaluate its needs, its organisational capacity and its current projects in order to establish several options for a systematic accountability mechanism.

In order to improve and reinforce its accountability, AFD has asked for external support with the following general objectives:

Assess expectations and practices in terms of accountability
Define indicators
Suggest different technical and organisational options
Draw up scenarios for the organisation to adopt a new accountability mechanism

More specifically, the mechanism should:

Make the internal reporting of progress on Minka projects, and Africa grants in general, systematic
Show what the money is being used for on projects
Facilitate the collection and recording of accountability data
