« PEAR Plus » is a UNICEF programme which has been implemented by COOPI, AVSI, Oxfam GB and IRC in partnership with national NGOs and Congolese state technical departments.
The overall objective of this external evaluation by Groupe URD was to conduct a full analysis of:
- The global results and impacts of PEAR Plus;
- The potential contribution of PEAR Plus to social cohesion and peace-building.
The main themes of the evaluation were the multi-sector approach, the implementation methodology (especially the participation of the population), sustainability and social cohesion.
The results of the evaluation have been used to write UNICEF’s project document (document for discussion with the donors), in order to establish the subsequent phases of the programme.
