Context
Humanitarian actors are on the front row of the impacts of the current climate crisis, which is leading to growing humanitarian needs. At the same time, they are bound by the principle of do no harm, to not only respond to the impacts of the climate crisis, but also to not contribute to and worsen the crisis. Furthermore, for several years, aid organisations have been committed to cutting their greenhouse gas (GHG) emissions and intend to “walk the talk”. As such, it is primordial to find innovative social and technical ways for humanitarian actors to help them reducing their environmental footprint, taking into account the complex settings in which they operate.
Carpooling has come as one of these solutions, to allow for a reduction in not only the environmental footprint, but also in terms of cost. It can also lead to greater collaboration among stakeholders.
The Fleet Forum
Fleet Forum is the world’s only not-for-profit organisation dedicated to cleaner, safer and more effective
humanitarian transport. From May 2022 till date, Fleet Forum, in partnership with Hulo, executed a project aiming to set up vehicle (ride) sharing between NGOs operating in Lebanon.
Scope of work
Thus, the main objective of this exercise is to conduct a technical and systemic evaluation of Fleet Forum’s vehicle sharing initiative by:
- assessing if the initiative has reached its intended goals, of operational effectiveness, cost efficiency, and environmental benefits;
- questioning the collaborative mechanisms implemented, including governance aspects;
- analysing the project’s potential in creating behavioural and sectoral change vis-à-vis humanitarian transport;
- and identifying the main success factors and lessons learned for scalability and replicability of the initiative.
To meet the expectations of this evaluation, the Groupe URD team will use a methodology based on qualitative and quantitative data analysis with different phases:
- A collaborative planning and inception phase to agree on and validate the overall approach and discuss stakeholders’ expectations.
- Research Phase and data collection including a document review and key informant interviews,
- Short survey and workshop to present the results and propose a preliminary analysis to be discussed further with the respondents.
- Critical analysis of the data collected to validate findings and develop recommendations.
- Preliminary presentation of results to project partners, and development of the Final Evaluation Report.
