Evaluation of the LPV2 project (ESF) in Haiti

This evaluation looked at the sustainability of the installations as well as the practical application of a quality reference framework that was developed in 2015. Another central issue has been to understand the reasons for the sustainability – or lack of sustainability – of the electrical installations, notably in terms of how well the administrative bodies are able to maintain them autonomously over time. This involved studying the planned management and organizational methods, the type and quality of equipment supplied, their social impact, and the objectives that ESF has set for itself and beneficiary satisfaction. The replicability of such a project in another, similar context has also been evaluated.

The data gathered by ESF has been complemented by interviews of different stakeholders carried out on the ground by Groupe URD.

The evaluation haas also been an opportunity to put ESF’s quality reference framework into practice, as well as its good practice guide, both of which were developed with help from Groupe URD in 2015. The criteria of the reference framework provide basic guidelines to evaluate, for example, the effectiveness, efficiency and sustainability of the project, the application of the principle of “do not harm” and the extent to which the project corresponds to the needs and expectations of the population.

The evaluation has therefore been carried out using this reference framework, which should allow all the aspects of a good quality project to be covered, including the DAC-OECD criteria (relevance, effectiveness, efficiency, impact and sustainability).
