Following the Iraq war, airlifts carrying humanitarian assistance began, sometimes with considerable resources from the United States, the European Commission and EU Member States. United Nations agencies, NGOs and reconstruction experts have begun to arrive in large numbers. At the same time, security remains precarious, and Iraqis' frustration is growing. Although it may be too early to take stock, this article offers some thoughts on the war and its repercussions.François Grünewald
