In the mid-1990s, the debate on military and humanitarian relations was extremely lively and sometimes even passionate. Colloquia and meetings followed one another, points of view were opposed, based on the unfortunate experiences of Somalia, Rwanda or Bosnia. The end of the Cold War, which had brought hope for peaceful and harmonious international relations, was like an electric shock: a change in the nature of conflicts, a transformation of the role of the armed forces, the reactivation of the United Nations and its specialized agencies, etc. At the same time, the debate on interference was becoming more publicized.VĂ©ronique de Geoffroy
