Emergency aid has shown in many contexts its extraordinary capacity to alleviate human suffering. Unfortunately, it has often also demonstrated a real short-sightedness, preventing it from taking the necessary measures and changes in time to adapt to changes, particularly those that accompany the end of the crisis. This theme is at the heart of the thinking of the Groupe Urgence-Réhabilitation-Développement, an inter-associative research structure on humanitarian methods and strategies that brings together NGOs, many of which are currently in the field in Kosovo.François Grünewald, Christopher Bennett
