2005 was a year of quality challenges for NGOs. Indeed, the first evaluations of the actions carried out in response to the Tsunami that hit South-East Asia at the end of 2004 raised many controversies in public opinion. Donor confidence is more fragile than ever, as a result of a massive influx of capital whose management is regularly questioned by the media.
