Before the earthquake, various international coordination mechanisms involving different stakeholders (donors, international and national NGOs, United Nations agencies, multilateral actors, the Government of Haiti, etc.), with different mandates, had been set up...But national contingency plans, such as those of the United Nations in Haiti, prioritized the most frequent situations (hurricanes, floods and landslides), paying less attention to less frequent risks (earthquakes), even though Haiti has been affected by tectonic tremors several times in the past.
