Lebanon has almost 1.5 million Syrian refugees on its territory, which represents almost a third of its total population. This study was carried out in Tripoli, the second-largest city in the country. Tripoli’s population has grown by between 35 and 50% in the last five years, notably due to the arrival of a large number of refugees.
The localisation of aid was one of the commitments of the “Grand Bargain” agreed at the World Humanitarian Summit. In the absence of a broadly-accepted definition of aid localisation, in this report it is understood to be the “reinforcement of the role of national actors in humanitarian response”.
The main conclusions of the study concern humanitarian principles, funding, visibility, results, the importance of “do no harm”, capacity building, partnerships and coordination.
