A number of key lessons emerged from the Real-time Evaluation of the response to the disasters that affected Northern Mindanao in 2011. Further lessons were drawn from a review of the impact of the floods that hit Manila in 2009 and the aid mobilization that followed. This made it possible to combine two levels of analysis in an urban context. This report presents a number of lessons learned and recommendations.
