Since June 2018, the European Union and AFD have been funding a consortium of organisations to implement the RESILAC project: Inclusive Economic and Social Recovery around Lake Chad. The project aims to assist people living near the borders between Cameroon, Niger, Nigeria and Chad via a combination of emergency relief and long-term economic and social development. The project is implemented by Action contre la Faim (lead agency), CARE and Groupe URD, in partnership with the CCFD-Terre Solidaire network, Search For Common Ground and local organisations in the four countries.
Three Iterative Evaluations with Mini Seminars (referred to as EIMSs) have already been carried out, in 2018, 2019 and 2020. These aimed to share information to ensure that project activities remained of a high quality.
The fourth EIMS will focus on two key areas:
- Institutional partnerships at different levels – local, regional, national, and cross-border around Lake Chad – between RESILAC and the key actors in the region working on the same issues, whether directly with the project or not. The EIMS will therefore gather the points of view and opinions of a series of key stakeholders regarding the relations they have established with the project: what has been done, how, what more could be done, potential difficulties encountered, the different points of view and opinions of the different actors, good practices and lessons learned
- The value of EIMS exercises in helping projects like RESILAC to take stock and learn/improve while the project is being implemented. This will look at good EIMS practices, appropriate timing (key stages of the project implementation), staff involved (national and international consultants), quality control, etc. The EIMS will also aim to understand how RESILAC staff have followed up the recommendations of the previous EIMSs.
