The LPV2 project has allowed almost 650 solar streetlamps to be supplied to communes in the Ouest Department (Port-au-Prince, Léogane, and Petit Goave). It is therefore in keeping with an LRRD approach, a central theme of Groupe URD’s work.
This evaluation will look at the sustainability of the installations as well as the practical application of a quality reference framework that was developed in 2015. Another central issue will be to understand the reasons for the sustainability – or lack of sustainability – of the electrical installations, notably in terms of how well the administrative bodies are able to maintain them autonomously over time. This will involve studying the planned management and organizational methods, the type and quality of equipment supplied, their social impact, and the objectives that the ESF has set for itself and beneficiary satisfaction. The replicability of such a project in another, similar context will also be evaluated.
The data gathered by ESF will be complemented by interviews of different stakeholders carried out on the ground by Groupe URD.
The evaluation will also be an opportunity to put ESF’s quality reference framework into practice, as well as its good practice guide, both of which were developed with help from Groupe URD. The criteria of the reference framework will provide basic guidelines to evaluate, for example, the effectiveness, efficiency and sustainability of the project, the application of the principle of “do not harm” and the extent to which the project corresponds to the needs and expectations of the population.
The evaluation will therefore be entirely carried out using this reference framework, which should allow all the aspects of a good quality project to be covered, including the DAC-OECD criteria (relevance, effectiveness, efficiency, impact and sustainability).
The findings of the evaluation will be presented at ESF headquarters in the presence of the project donors.
