Needs assessment, contextual analysis, the day-to-day functioning of teams in the field, monitoring of activities, results, changes: having the right data at the right time not only allows organisations to implement quality programmes, but also allows them to obtain funding and increase visibility. Due to the growing use of digital data collection processes, the quantity of data managed in connection with aid programmes has exploded, leading to a veritable race for information. However, though it has become essential, programme data management does not appear to be included in the sector’s reflections or orientations. In the field and at headquarters, staff spend more and more time on this issue, but receive very little training in it and do not have the appropriate tools. Organisations do not have many solutions, and some just adopt fashionable technology that does not meet the real challenges of the field.
In connection with its work on aid quality, Groupe URD has taken a close interest in issues related to information management. It has been working for several years on what it sees as a crucial topic for the future of aid; it has provided methodological support to organisations, explored different ways of looking at the subject and facilitated collective reflection. Groupe URD contributed to the methodological content of this study and works with CartONG in providing organizational support that aims to improve programme data management.
Maeve de France and Edmond Wach, of CartONG* have witnessed these fundamental changes first hand during their work accompanying actors, providing training and developing tools. In this study they analyse a number of crucial issues that the sector has not yet tackled:
- What do we mean exactly by ‘programme data’?
- How is this data used within CSOs? What are the main challenges and hurdles?
- What needs to be put in place within CSOs and donors to improve the management of this data?
