The increasing number of crises on French soil has raised the issue of how humanitarian NGOs should take action, and a number of related questions:
- Is France becoming a ‘humanitarian field of action’ just like any other?
- How do humanitarian NGOs position themselves in relation to the French social sector and civil society groups, and how do these different actors view each other?
- How do these different operational strategies fit together? Have any examples of partnerships or complementary action been documented?
- How do the public authorities view humanitarian NGOs and how do prefectures and local authorities coordinate the different actors involved?
- Are there specific operational methods depending on the type of actor involved?
Responses to natural disasters will be illustrated with the case of La Roya, and responses involving exiled people will be illustrated with the case of Paris during the Covid crisis.
