France is preparing to host an international conference on solidarity with Ukraine on Tuesday 13 December, organised jointly by Paris and Kyiv to ‘provide the Ukrainian people with the immediate material support they need as winter approaches against a backdrop of Russian aggression’. François Grünewald, Director of Monitoring and Anticipation at Groupe URD (Urgence réhabilitation développement), points out that ‘NGOs and the United Nations are finding it difficult to find their place’ in Ukraine, which is far from being a failed state.
